If your PC is acting like a slug at start up loading heavy application then you should disable some programs that aren't required from start up.

This can simply be done by.

-Go to Run window from Start Menu.

-Type Msconfig and press enter.

- You will be taken to System Configuration Utility. Select "Selective Startup" in the General Tab.

- Then go to Startup Tab in the window and remove all the application that you don't require to run on startup.

Thats it. Now Press Apply and Close the window. You will have to restart to save the changes. And  you'll be experiencing faster startup times.

CCleaner is to clean up junk/temp files on pc. MSConfig is to remove programs that run on your windows startup. And if you remove unwanted programs from startup you will speedup the boot up time.

So they are totally different things. But CCleaner does a great job at keeping your PC clean of junk files.
